 Having found it virtually impossible to find a collar to fit a tiny chihuahua puppy, I have started to make my own decorative nylon slip leads.  

They have a felt lined neckpiece for tiny, sensitive necks.  Suitable for both show and pampered pets.

 The 2 bottom beads slip down so neckpiece adjusts snuggly to puppy's neck.
